The City of Ventura's Human Resources Department has an exciting new opportunity for a Human Resources Analyst I/II
to oversee and administer the City's training and development function and provide HR generalist support to the Human Resources department's operating divisions. This is a great opportunity for someone with a Human Resources generalist background to take the lead on planning, creating, and executing a training program strategy with the goal of delivering the highest caliber of service and training to City of Ventura staff.
The Human Resources Analyst I/II reports to the Human Resources Director and will have primary responsibility in establishing training and development programs for the organization. This position also has responsibility for a wide range of HR generalist duties including employee and labor relations support, classification and compensation, employee engagement, onboarding, and diversity, equity, and inclusion initiatives.
With primary responsibility focused on staff training and development, this position will be responsible for coordinating, overseeing, and tracking all in-house training programs that are implemented through various mediums, including e-Learning, videos, webinars, and instructor-led classes. The Human Resources Analyst I/II will work with managers and executives to identify training needs and map out development plans for employee groups and individuals. This position will also contribute to employee on-boarding and process improvement activities and must develop and maintain effective working relationships with colleagues at all levels of the organization.
An ideal candidate will be a skilled generalist in human resources with experience in organizational development initiatives. This professional will understand employee needs assessments and various training methods, including on-the-job training/coaching, mentorship programs and e-learning. The ideal candidate will possess exceptional customer service skills, emotional intelligence, and the ability to navigate difficult conversations. An exemplary candidate will be comfortable speaking in front of large audiences and have experience delivering instructor-led classes and e-learning. Experience practicing Human Resources in the public sector, in a unionized environment, or in a multicultural institution will serve this position well.
This is a flexibly staffed position and may be hired at either the Human Resources Analyst I or II level depending on qualifications.

Minimum Qualifications
A combination of training and experience equivalent to a bachelor's degree in public administration, human resources, business administration or related field and two years of technical experience in the human resources field are required.
Human Resources Analyst II
: In addition to the above, two years of professional personnel experience in the assigned area of responsibility related to: classification, compensation, employee relations, labor relations, benefit administration, recruitment and selection and equal employment, payroll or training are required.

Application Review Process

Candidates will be reviewed and only those candidates determined to be most qualified on the basis of experience, training and education, as submitted, will be invited to participate further in the selection process. Candidates will be notified about their status after the filing deadline.
Department Selection Interview
A select number of candidates will be invited to a qualifying panel interview process that is tentatively scheduled for the week of March 28, 2022
. Select candidates will be notified of specifics after the filing deadline. Please note, given the current COVID-19 situation, initial panel interviews may be conducted via video teleconference. Selected applicants will be notified of specifics at the appropriate time.
The department selection interviews will be scheduled promptly after the panel interview process is completed.
